As an organization you may want to limit the employees who can upload content or create companywide channels in Microsoft Stream. Some reasons for setting this restriction are:
You want to make sure the experience is always curated and hence want to assign a few content creators.
You are doing a proof-of-concept with a smaller audience before allowing anyone within your organization to start creating content.

As a Microsoft Stream Admin, you can navigate to the Admin Settings in Microsoft Stream by clicking on your profile image in the right corner of the portal.
Restricting Content Creation
By default, everyone can upload content and create companywide channels in the entire organization, as shown in the screenshot below.
However, you can restrict content creation for everyone and allow only specific individuals or security groups by turning the Restrict Microsoft Stream uploads flag ON.
Once this setting is enabled, employees will not be allowed to upload new content, however, if the users had previously uploaded content and they do not have upload permissions now, their existing content will still appear in their My Video section and will not be automatically deleted.
Once you restrict some employees from uploading their content or creating channels, they will see an error message on the upload page indicating that the admin has blocked uploads. Only employees you have granted access will be able to upload.
